I'd definitely rather that they did this kind of maintenance and replaced things just before they failed than doing an emergency replacment of something that's gone blooey or KABOOM. Planned work is usually so much faster and less messy and expensive, and lets them at least try to warn people. The outage has slightly messed up my intended schedule, but not catastrophically.
That they gave me only 15 minutes notice instead of a couple of days does suggest that they weren't really expecting to need to replace the thing, that the problem was noticed quite recently. I don't know how large an area this affects.
