1. Seems a bit odd to me as well, Sverige/Sweden filing the charges they have in the wake of the latest infodumping round. Mind you, the man has managed to put David Wilkins under the microscope for all manner of things, including possibly meddling with our own country's drama and comedy programming on TV. Or at least, complaining to his bosses about it as a matter of government procedure.
