I can't understand the mindset that thought that that picture was in any way a useful way to advertise their scam. The only possibility that I can come up with is that they're assuming that people would understand that it doesn't make sense, and then would be curious enough to follow the link just to find out what was going on.
I have no hesitation in calling it a scam, without following the links to read the testimonials. If there was a simple-and-inexpensive way to double a vehicle's fuel efficiency, the car manufacturers would build it in. Fuel efficiency is a major selling point for vehicles.
