I wonder if bylaw would take any action were you to send them that photo.
When I was nearly plowed down by a driver who didn't seem to understand the function of a crosswalk, the person who answered my call at the police department said that because I couldn't identify the driver (beyond young & female), they couldn't lay charges. What they did do, however, is pay the owner of the car a visit, and then follow up with me to tell me that the owner was going to speak with his daughter about the rules of the road.
A certain amount of bylaw work still gets done in such situations, much to the consternation of City Councillor Rick Chiarelli in recent weeks. He'd prefer we try to settle our problems without involving the bylaw people as much as possible, if I understood at least one or two clips on CBC News of late.
<*shrug*> It wasn't there for very long, and it wasn't interfering with *me*, so I'm not inclined to push the matter. If I see the car in the same location in the future, I might change my mind. (The building isn't finished yet, and I suspect that the car belongs to one of the contractors, so it might be back.)
